I think the F-22 was too successful a fighter for Lockheed but was not as big a money maker for them. Lockheed, America's biggest defence contractor, desperately needs the F-35 project to ensure its very survival.<br /><br />The F-22 airframe would have indeed been a better option than the F-35 but Washington doesn't trust its foreign customers with that one.
