Is the U.S. Army Skimming Afghan Army Funding?

This is just plain weird.   A document released by WikiLeaks apparently shows the U.S. military has been charging its allies a 15% 'handling fee' on hundreds of millions of dollars of support intended to help build up the Afghan National Army.   Gee the American military is beginning to more closely resemble Pakistan's military every day.
