Well that's something. I hope they can enforce it somehow but I suspect this is a beginning , not an end. Among other things, the provision for financing changes in developing countries has to have strict controls. Aid to the same has usually been undermined by the donor countries tying aid to their own manufacturing goods (frequently arms), by corruption in the donee country or by an expanding population erasing any and all progress.
