What Are We To Make of Justin Trudeau?



To a few, he's the best person ever, a truly decent man and a great prime minister. To a different few, he's the worst person ever, utterly corrupt, even venal.

I don't believe either of them. He is flawed. He is not to be trusted. He'll break his promises without breaking a sweat. Not everyone can lie so effortlessly. That doesn't mean he's the worst person ever. That doesn't quite reach the level of corrupt. He could be corrupt but I've yet to see the proof of it.

I don't think he's a good prime minister, not even close. Leaders of other governments - Scotland, Wales, the United Kingdom - have declared a state of emergency over climate change. It's not like there's any shortage of evidence that this emergency does exist or that it's extremely dire and in urgent need of action. Only we're not declaring an emergency or taking any emergency measures to deal with it.

When it comes to the drivers of climate change - greenhouse gas emissions - we're still slackers. Canada with our very modest population still stands in the top ten nations for overall GHG emissions and we're in the top three for per capita emissions. That puts a powerful onus on us to implement extraordinary measures to curb our emissions. This time we are not the good guys.

The UN's IPCC has given us the prescription. The nations of the world must cut GHG emissions by 50 per cent by 2030.  Major emitters that we are, we're not even acknowledging that injunction. Our emissions are actually going up, especially now that we've found the bitumen barons to be grossly underestimating their emissions. 50 X 2030 - that's for losers, not Canada, but we will throw in a little carbon tax for appearances.

There's a looming existential threat, a major force in what some warn will be a sixth mass extinction, and we're thumbing our nose at it. Tell me, what kind of leader does that? Full points if you said "ours."

So whether he's corrupt or not isn't that important to me. He's not much of a leader. The guy who's gunning for his job will plainly be worse but when you're talking about unaddressed existential threats the distinction between them narrows quite a bit.

It's no excuse to claim that answering the call is not politically feasible. That doesn't matter. When the threat is existential you're obliged to try. If you fail and lose that doesn't matter. You must try and then hand the reins to the next guy from him or her to try. Eventually one of you will succeed and whether that requires five or even ten leaders to fall that's not important, not compared to what's at stake.

One thing I do realize is that I don't want to see either the Liberals or the Conservatives take another "false majority." They can't be trusted with the power of majority government. Both sides believe that winning the support of slightly less than two voters out of five gives them a magical mandate to do whatever in hell they choose but a false majority is a false democracy. I don't want someone incapable of getting even close to a majority of the electorate thinking they have the right to make fundamental changes to our country. That's oppressive. It's anti-democratic. And, when that almost two out of five victory is gained on the back of a litany of false promises never fulfilled, it's that much worse. You're not governing with the informed consent of the public. You're governing with the misled consent of a minority of the public.

The petro lobby is alive and well within the Liberal and Conservative parties. That's why they won't declare a state of emergency. It's why they balk at even attempting to cut our emissions by half by 2030. That's how they betray our nation, our people, and our future generations.

I don't know if Justin has obstructed justice. I don't know if he's corrupt. I know he's not as decent as his more ardent supporters claim, not remotely.

This October I hope for a weak minority government with the Greens winning enough seats that they can force the next government to respond to this incredibly dangerous threat. Whether that's Justin or some new Liberal face or Andrew Scheer, we can't afford to give them much slack.

Ford Says Ontario Has Done Enough.



At least there's something Doug Ford can thank his Liberal predecessor for - cutting Ontario's greenhouse gas emissions. He's positively boastful about that, to the point where he's shining an unwanted light on his anti-climate tax comrades, Kenney and Moe.

Doug Ford's government in Ontario is now insisting the province should not be expected to do more than its "fair share" to meet Canada's national commitment to reduce greenhouse gas emissions.
But Ford's definition of "fair" might present a significant challenge to the rest of the country — particularly Ford's conservative allies in Alberta and Saskatchewan. 
Under Kathleen Wynne's Liberal government, Ontario was committed to reducing its emissions by 37 per cent below 1990 levels by 2030. While tearing down large portions of that government's climate agenda, Ford's Progressive Conservatives settled on a less-ambitious target: a cut of 30 per cent below 2005 by 2030.

That new provincial target matches the national target. It's also (conveniently enough) within reach already. As the Ford government now loudly notes, Ontario's emissions have declined by 22 per cent below 2005 levels. 
"Today's report confirms Ontario has decreased emissions by 22 per cent since 2005, while the rest of Canada's input continues to increase," Rod Phillips, Ontario's environment minister, said last week when the federal government released the latest inventory of Canada's emissions. "Families in Ontario have already paid a significant cost for these efforts, yet the federal government continues to ask us to pay more than our fair share."
But what is the real picture? It's pretty grim. A recent report from the University of Western Ontario's Ivey School of Business shows Canada's greenhouse gas emissions by province, both overall and per capita.

Ford says Ontario has done enough and it's now up to the "rest of Canada" to do their share.

Here are some of the findings from the summary to the Ivey report:



• Canada’s greenhouse gas (GHG) emissions currently represent about 1.6 percent of the global total. Canada is among the top 10 global emitters and one of the largest developed world per capita emitter of GHGs. 
• Canadian federal governments have committed to reduce annual GHG emissions from the current level of 726 megatonnes (Mt) to 622 Mt in 2020 and 525 Mt in 2030. • Within Canada, GHG emissions vary widely across provinces ranging from 267 Mt in Alberta to 1.8 Mt in PEI in 2013. 
• In per capita terms, Saskatchewan and Alberta are among the developed world’s largest emitters at 68 and 67 tonnes respectively.* Per capita emissions in BC, Ontario, and Quebec are in the 10-14 tonne range, comparable to best performers in Western Europe. 
• For provinces with announced GHG emission targets, the level of ambition varies widely. Alberta plans to increase emissions towards 2020, and then return to today’s levels by 2030, while Ontario Quebec and Manitoba plan to reduce emissions by 56, 27 and 8 Mt respectively. 
• Even if all provincial targets were fully achieved, Canada would still need to reduce GHG emissions by an additional 45 Mt in 2020 and 55 Mt in 2030 to meet its international commitments.
* The Ivey analysis was before the federal government's report this week showing that the Tar Sanders massively understated their GHG emissions from bitumen extraction.

So, since Ontario, Quebec and British Columbia have the lowest, per capital emissions, "comparable the best performers in Western Europe," while Saskatchewan and Alberta, by contrast, are off the chart even using their dodgy numbers, Ford must be referring to his comrades in arms, Kenney and Moe. They're the dirty buggers, the climate wreckers, and they should be easy pickings for Justin Trudeau. Wait, I'm sorry, when it comes to bitumen Trudeau is in their canoe.

No matter how much they shuck and jive, the petro-provinces and the petro-state simply cannot get past this:
According to the latest statistics, Canada emits about 1.6 percent of the world’s GHG emissions.  Despite this relatively low share, Canada is among the top 10 global emitters on an absolute basis, and stands firmly in the top 3 for emissions per capita. By way of comparison, Canada’s population makes up about 0.5 percent of the world total so that our emissions’ share is about 3 times our population share.
Trudeau acolytes at this point tend to drag out SFU economist Mark Jaccard's recent comment that, thanks to the Dauphin, Canada is the climate change envy of the world. It's not. We are among the top 10 overall global emitters even though we're just half a per cent of the world by population and, yes, we are "firmly in the top 3 for emissions per capita." That might make us the envy of Saudi Arabia or Venezuela but the rest of the world, really?

Think of It As an Honest Mistake. A Heaping Pile of Honest Mistakes.



Petro-states exhibit certain common traits. A willingness to freely and repeatedly lie and deceive is one of them.

This, however, isn't about lying. This is about a mistake, an honest mistake, many absolutely honest mistakes. This is about coincidence on an industry-wide scale.

The mistake concerns Tar Sands emissions reported by the energy giants to the federal government. It concerns emissions that were, gasp, under-reported, again and again. An honest mistake, repeated across the board.
A number of major oilsands operations in northern Alberta seem to be emitting significantly more carbon pollution than companies have been reporting, newly published research from federal scientists suggests, which could have profound consequences for government climate-change strategies. 
The researchers, mainly from Environment Canada, calculated emissions rates for four major oilsands surface mining operations using air samples collected in 2013 on 17 airplane flights over the area.
In results published today in the journal Nature Communications, the scientists say the air samples from just those surface mining operations suggest their carbon dioxide emissions are 64 per cent higher, on average, than what the companies themselves report to the federal government using the standard United Nations reporting framework for greenhouse gases. 
It means that Canada's total greenhouse gas emissions would be around 2.3 per cent higher than previously thought. And if research eventually shows that other oilsands sites are subject to similar underreporting issues, Canada's overall greenhouse gas emissions could be as much as six per cent more than thought — throwing a wrench into the calculations that underpin government emissions strategies.
Of all the "honest mistakes" not one was for over-reporting emissions. They were all under-reported emissions, just a wild coincidence. Besides, anyone can be out a titch or two here or there. There's a 13 per cent titch and a 36 per cent titch, a titch at 38 per cent and even a 123 per cent titch for Syncrude.
The gap between the facilities' reported carbon dioxide emissions and the levels calculated by researchers was 13 per cent for the Suncor site, 36 per cent for the Horizon mine, 38 per cent for Jackpine and 123 per cent for Syncrude.

Left out of the study, notably, are emissions from all oilsands operations that use in-situ extraction, pumping steam into the ground to get the petroleum out. About 80 per cent of oilsands reserves, and the majority of current production, require in-situ extraction. 
That means the overall amount of underreported greenhouse gas emissions could be significantly higher.
The Oil Patch may be blowing smoke up Justin's backside but others aren't so conveniently fooled.
"Increases in emissions from the tarsands are undoing all the progress being made in other sectors," said Keith Stewart, senior energy strategist with Greenpeace Canada, in a statement. 
"If we are serious about protecting communities from climate-fueled floods, wildfires and other extreme weather, the last thing Canada should be doing is building new pipelines to expand oil production and exports. Either we act like this truly is a crisis that threatens our health and survival, or we sleepwalk towards disaster. It's as simple as that and our politicians are currently choosing the second option."

Those Ever So Tarry Sands



You know your country has descended into a petro-state by the arguments it invokes to excuse itself. The classic Tory line that's now the Liberal line is that, gee shucks, Canada is such a minor player that even if we stopped flogging bitumen it wouldn't really change much. Even Environment Canada is beating that dead horse.

Much like the unfunded quarter trillion dollar clean up cost for Athabasca's tailing ponds, the enormity of Tar Sands emissions is never really addressed. Maybe a little bit, but so what, not that bad... Out of sight/out of mind.
Pollution from fossil fuels in Canada continues to grow by staggering amounts, with the oilsands sector alone responsible for more carbon pollution than all of B.C. or Quebec in 2017, says the federal government in its latest climate change report to the United Nations. 
The newest edition of Canada’s National Inventory Report, covering data up to two years ago, shows that the oil and gas sector was responsible for 195 million tonnes, or megatonnes (Mt) of greenhouse gas emissions in 2017, up eight Mt from 2016.
The oilsands, a region in Alberta and Saskatchewan that constitute almost all of Canada’s 173 billion barrels of proven oil reserves, generated 81 Mt of pollution in 2017, making up 41 per cent of the sector’s emissions. 
That is larger than all the pollution generated by the entire economies of British Columbia that year, at 62 Mt, or Quebec's at 78 Mt. It is also larger than emissions reductions that have been seen in other parts of the country.
How Trudeau screwed the pooch.
The NDP government of Alberta Premier Rachel Notley, which was defeated in Tuesday night's provincial election, had promised to set an absolute cap of 100 Mt of carbon pollution from the oilsands. Premier-designate Jason Kenney's United Conservative Party is expected to undo Notley's climate policies, including her cap on oilsands pollution. 
But the sector, which has represented about two per cent of Canada's economy according to federal government estimates, was responsible for 400,000 direct and indirect jobs in Alberta in 2016. It has historically opposed proposals to introduce tough national climate change policies.
The last thing Canada should be doing is building pipelines.

Have We Lost the Ability to Govern Ourselves?



It was October, 1980, and US elections were just a few days away. Ronald Reagan took to the airwaves and asked Americans "Are you better off than you were four years ago?"

Reagan was talking about how voters were doing materially. Were they able to get a job? Could they afford the rent? A new car or a family vacation? That sort of thing.

It was a one-two punch followed up by Reagan's "It's morning in America" and he rode it to sweep the high-minded Jimmy Carter straight out of the White House.  Over the following eight years, Ronald Reagan transformed the United States from the world's largest creditor nation in 1980 into the world's largest debtor nation by the time George H.W. Bush took over and America became a fiscal hot mess ever since.

The ghost of Ronnie is with us still. The neoliberal order ushered in by Thatcher, Reagan and Mulroney, still has us by the throat. Politicians strive to swell their nation's GDP as one of the most powerful demonstrations of their fitness to serve. "It's the economy, stupid."

That metric, however, is failing us. Much has changed since Ronald Reagan came to power. The world has changed. The world's climate has changed. The size of the global economy has swelled as has the global population.

In 1980, global GDP was $11.17 trillion USD. In 2016 it hit $75.87. By 2018 it had swelled to $87.51 trillion USD. So there's been about an eightfold increase in economic activity from 1980 to 2018. That means a roughly commensurate, eightfold increase in resource extraction, and in production, and in consumption and about the same in waste. That's pretty impressive and it should also be just a bit worrisome.

Population. 1980 -  4.45 billion. 2018 - 7.63 billion.

Looking only at GDP and population growth from 1980 to 2018, we've grown GDP about eightfold and while we've almost doubled in population. All of that since Reagan proclaimed "morning in America."

Is the growth metric even relevant any longer? When growth reaches levels seen in nature only in malignancy and pest infestations, shouldn't we revisit the question?

I'm asking this question because of what I keep hearing from some very well-intentioned, thoughtful Liberals when the subject turns to rapidly decarbonizing our economy and shutting down the petro-state. The response invariably turns to how that would "hurt the economy" and see their party punished at the polls.

They're right on the first part. It would cause some economic contraction. How much we don't know. How much it would stimulate growth in other areas such as renewable energy we don't know.  We do know how that would benefit our future over the next twenty years and our grandkids future over the balance of the century. The point is, it's not a net loss proposition.

As for a price to be paid at the polls, how much of that is because governments fail to have a realistic conversation with us about what's at stake, the trade-offs, and our collective responsibility to the future?

Then there's the standard argument about why should Canada act unless every other nation agrees. Isn't that a vague corollary to when your kids say, "but, mom, all the other kids are..." to which mom replies, "if all the other kids were jumping off a bridge does that mean you should also?"

The fact is we've just under 12 years remaining for the nations of the world to slash greenhouse gas emissions by half if we're to have a reasonable chance of averting runaway global warming - truly catastrophic climate change.

Canada is a major emitter of greenhouse gas. Our GHG footprint puts us in the first tier along with Russia and China. Second tier emitters such as the US and Australia aren't far behind.  If the major emitters, the real carbon hogs, won't lead what do we expect of the other countries?  We're the cork in the bottle. Given what inaction portends and we know that so well, what legitimate excuse do we have for dicking around with gestural responses, i.e. carbon taxes?

China, Russia and Canada’s current climate policies would drive the world above a catastrophic 5C of warming by the end of the century, according to a study that ranks the climate goals of different countries. 
The US and Australia are only slightly behind with both pushing the global temperature rise dangerously over 4C above pre-industrial levels says the paper, while even the EU, which is usually seen as a climate leader, is on course to more than double the 1.5C that scientists say is a moderately safe level of heating.
What we're doing isn't just wrong, it's not survivable. That's the true measure of this emergency and, as our government's climate commissioner recently made clear, it is an emergency. Tell me, do you see any sign of our major political parties acting as though we're in an imminent emergency?

What are we to make of this self-serving inaction, ducking the question, kicking the threat down the road? We have had thoroughly-researched scientific studies up the yin-yang, clarion call warnings, about where the path we're on leads. It leads to our possible, some say probable, extinction.

Is that how we are being governed? Astounding as it is, the answer is a resounding "yes." Only from the darkest recesses of our mind where the bedrock of denialism is found can we possibly argue "no."

Now I'm not picking on Justin although he is pretty bloody awful. He's not worth having but he's a damn sight better than this crowd:


If Trudeau is the best we can do and we make our plight considerably worse by electing climate clowns like the Rogue's Gallery depicted above, we're in trouble - deep, deep trouble - and it'll be even worse for our children and theirs.

None of them has a vision of governance we so desperately need at this very moment to begin preparing for what is coming. None of them, and that includes the prime minister.

I apologize for the rambling, 'stream of consciousness' nature of this post. Some of the links are from earlier posts, others are from web sites that I search while I'm writing this. I'm lousy at editing and even proof-reading. It's hard enough for me to fashion some sort of ending and hit "post."  That said, for what you're paying for it, you're getting your money's worth.

I don't write this with any expectation that it will change anything. I don't have any pipe dreams. Several years ago I joined the Dark Mountain collective, a refuge for writers, poets and artists, veteran environmental activists, who "are walking away from the stories that our societies like to tell themselves, the stories that prevent us seeing clearly the extent of the ecological, social and cultural unravelling that is now underway."

Dark Mountain isn't about giving up as some, such as Naomi Klein, have claimed. It's very much about continuing to fight the good fight, as I'm trying to do with these posts, but doing that without the burden of false hope that anything is going to change.  It's that false hope that so many cling to ("oh, they'll think of something") that prevents us from "seeing clearly the extent of the ecological, social and cultural unravelling that is now underway."

Nat Gas Killed Coal. Now It's Time to Kill Off Nat Gas.


Natural gas remains widely seen as a helpful "bridge fuel" during the transition from high carbon fossil fuels to alternative, clean energy. That myth is based on end use comparisons. Natural gas power plants emit much less greenhouse gas than coal-fired power plants, ergo nat gas is cleaner.

Here's the thing. That's a lie, one repeated endlessly by the natural gas frackers/producers.

When you load a train car with coal, the coal pretty much stays there until it reaches its destination. Natural gas, by contrast, is always trying to escape and it's awfully good at getting away on us. And, once it gets away, it flees to the atmosphere to take up its new job as atmospheric methane, a very powerful greenhouse gas.  From The Guardian.


As Joe Romm has detailed for Climate Progress, research indicates that shifting to natural gas squanders most of those gains. For example, a 2014 study published in Environmental Research Letters found that when natural gas production is abundant, it crowds out both coal and renewables, resulting in little if any climate benefit. Part of the problem is significant methane leakage from natural gas drilling.

...abundant gas consistently results in both less coal and renewable energy use […] the quantity of methane leaked may ultimately determine whether the overall effect is to slightly reduce or actually increase cumulative emissions […] only climate policies bring about a significant reduction in future emissions from US electricity generation … We conclude that increased natural gas use for electricity will not substantially reduce US GHG emissions, and by delaying deployment of renewable energy technologies, may actually exacerbate the climate change problem in the long term.

Similarly, another 2014 study found that based on the latest estimates of methane leakage rates from natural gas drilling, replacing coal with natural gas provides little in the way of climate benefits. Though it’s been touted as a ‘bridge fuel’ to span the gap between coal and renewables, this research suggests natural gas isn’t significantly better than coal in terms of global warming effects, and thus may not be suitable for that purpose. The ‘bridge’ doesn’t appear to achieve its goal of steadily cutting our greenhouse gas emissions.

We extract a lot of natural gas and a lot of it is lost getting it out of the ground and getting it to markets. And then there's domestic natural gas, the stuff you may use for home heating, fake fireplaces, stoves and ovens, etc. That gas has to get to your home through a network of buried pipes. That's a real problem in older municipalities, such as Boston. The gas lines are old and they leak - a lot.


This image shows natural gas leaking in certain sampled parts of Boston. Vehicle-mounted sensors were taken down Boston streets recording gas leaks coming out of the roads, from sidewalks and from buildings. Those are leaks that are continuous, round the clock. Now you could rip up all the roads and all the sidewalks and all the basements and lawns and, that way, you could replace all those leaking gas lines, but, hey, you might have to raise taxes and the 1% need that money, don't they?

Those leaks are a typical fossil fuel externality. They're written off against revenues, in effect the producers get a hefty deduction for their losses. No one is assessed for the damage those leaks cause the environment, the atmosphere, living creatures on the planet. Meanwhile the industry drums in our heads that their gas is cleaner than coal. 

Fortunately, as set out in the Guardian article, breakthroughs in solar power and battery storage technology and costs, are now low enough to undermine natural gas, even at its subsidized prices. Keep your fingers crossed for the natural gas lobby has many friends in high office.

Dirtier Than We Had Ever Imagined.



Oil and gas fracking doesn't draw the same attention in Canada as it has attracted in the United States. It's probably fair to say that most of us hardly think of it at all. That could be about to change.

Two new studies into fracking operations in western Canada show that fracking generally and the LNG industry in particular are far dirtier, leaking massively more methane, than we had been led to believe.

A peer-reviewed study appearing in Atmospheric Chemistry and Physics Discussions used measurements in the field to estimate that methane emissions from B.C.’s shale gas basins are now at least 2.5 times higher than provincial government estimates.

That makes the oil and gas sector the largest source of climate pollution in B.C., a greater source of pollution than commercial transportation.

Based on measurements from mobile methane detectors driven around in a Dodge truck, the study found that just the drilling part of the industry in the B.C. portion of the Montney Formation, a 29,850 square-kilometre siltstone area in Western Canada, is releasing 111,800 tonnes of methane a year into the atmosphere.

That is equivalent to burning more than 4.5 million tonnes of coal or putting more than two million cars on the road. Half of B.C.’s fracked gas currently comes from the Montney. The study did not look at methane leaks from pipelines or gas processing plants.

More than 130 scientists recently criticized the federal government for assessing the climate change impact of a proposed Petronas LNG terminal in B.C. by using unverified and unrealistically small estimates of methane leakage.

All LNG environmental assessments in the province to date have used a questionable methane leakage rate of 0.28 per cent estimated by the B.C. government — one of the lowest rates on the continent.

The U.S. Environmental Protection Agency calculates that most natural gas operations lose about 1.33 per cent of their product, while some sites have recorded leakage rates as high as nine per cent. Leakage rates above three per cent make methane as dirty as coal in terms of direct impact on climate change. 


But Wait, There's More

Meanwhile, another study found that methane leaks pose an even graver problem in Alberta, home to more than 300,000 oil and gas wells. (B.C. currently has 25,000 wells, but LNG developments could add 150,000 wells in the Montney Formation alone.)

To back up its case, the environmental group reviewed the findings of a 2017 study by the Alberta Energy Regulator and GreenPath Energy, which found that “the actual emissions at oil and gas facilities from pneumatic devices are 60 per cent higher than estimates used to compile Canada’s GHG inventory.”

Pneumatic devices, mostly powered by methane, help to pump and control the flow of gas from well sites and other facilities. Most vent methane directly to the atmosphere too.

The GreenPath Energy study measured leaks from pneumatic devices at 395 sites and almost 700 wells at six locations in Alberta and identified 77 major leaks via infrared cameras and direct methane vents from 236 pieces of equipment. GreenPath Energy is a Calgary-based company that specializes in managing greenhouse gas emissions.

The researchers found that 95 per cent of the pneumatic devices at conventional oil and gas facilities vented methane and other gases such as benzene. Oil well sites leaked the most methane.

"It Was Only a Matter of Time"



It's taken two million years but we've done it!  Finally, we've reached CO2 levels exceeding 400 parts per million everywhere on the planet, even the Arctic.


The milestone was announced by the US National Oceanic and Atmospheric Administration (Noaa).

They said it was the first month that the entire globe broke 400ppm, reaching levels that haven't been seen for about two million years.

Noaa's Pieter Tans said that reaching the mark was "a significant milestone".

Scientists announced that CO2 had passed the 400 ppm level for the first time in the Arctic in 2012, and then at Mauna Loa in Hawaii in 2013.

"It was only a matter of time that we would average 400 parts per million globally," said Mr Tans, lead scientist at Noaa's Global Greenhouse Gas Reference Network.

He added that CO2 has risen more than 120 parts per million since pre-industrial times.

"Half of that rise has occurred since 1980," he said.

A Closer Look at Oil and Climate Change.



Stephen Harper will not be pleased.  The Carnegie Endowment is fingering his cherished Tar Sands.

Not all oil is created equal.  Sweet crude, of the Saudi sort, comes out of the ground almost ready to use.  It's pumped out of the ground easily, free of most contaminants (sulphur, water, sand, natural gas).  The amount of energy required to extract and refine a barrel of oil is modest.  That, then, provides the benchmarks by which other oils from other places can be judged.

A new report from the Carnegie Endowment, "Know Your Oil: Creating a Global Oil-Climate Index," evaluates the major oilfields around the world in the context of their respective climate change impacts.

This is research Harper can't suppress.  It's available online and it's free of charge.  Why does this report matter?  It clearly identifies the highest-carbon oil fields, such as our own bitumen fields.  If we're to have much hope of avoiding runaway global warming, the highest carbon stuff will have to be left in the ground.  These are the "stranded assets" the Bank of England governor, Mark Carney, recently warned about.

For Canada overall there's good news along with the bad.  While Athabasca fields are at the upper end of the scale for greenhouse gas emissions, the east coast Hibernia field is second to the lowest.  Bad news for Alberta.  Good news for Newfoundland & Labrador.

Two Plus Two Equals = You Really Don't Want to Know.



Let's do the math.  Since the beginning of the Industrial Revolution our greenhouse gas emissions have warmed the atmosphere by 0.8 degrees Celsius. Emissions to date, even if we turned emissions-free tomorrow, have already locked in 1.5 degrees Celsius of warming by 2100.  Our leaders have designated 2 degrees Celsius as the "never exceed" point if we're to have a better than even chance of avoiding runaway global warming, i.e. a major extinction event.

So, how are we doing?  Lousy.

The latest research concludes that it's going to get a lot hotter and lot faster over the next few decades.  How much?  About 0.25 degrees Celsius each and every decade.

For the record, the Industrial Revolution is generally thought to have begun around 1790.  In other words, in two and a quarter centuries we've seen warming of 0.8 degrees Celsius.  Soon we'll be seeing that much warming again over the span of just three decades.  That's not good, not good at all.



The Pacific Northwest National Laboratory (PNNL) study, “Near-term acceleration in the rate of temperature change,” finds that by 2020, human-caused warming will move the Earth’s climate system “into a regime in terms of multi-decadal rates of change that are unprecedented for at least the past 1,000 years.”

In the best-case scenario PNNL modeled, with atmospheric carbon dioxide concentrations stabilizing at about 525 parts per million (theRCP4.5 scenario), the four-decade warming trend hits 0.45°F (0.25°C) per decade. That means over a 4-decade period, the Earth would warm 1.8°F (4 x 0.45) or 1°C (4 x 0.25). This is a faster multi-decadal rate than the Earth has seen in at least a millennium.

Because of Arctic amplification, the most northern latitudes warm two times faster (or more) than the globe as a whole does. As this figure from the study shows, the rate of warming for the Arctic is projected to quickly exceed 1.0°F (0.55°C) per decade.

Such rapid Arctic warming would be ominous for several reasons. First, it would likely speed up the already staggering rate of loss of Arctic sea ice. Second, if, as considerable recent research suggests, Arctic amplification has already contributed to the recent jump in extreme weather, then the next few decades are going to be utterly off the charts.

Third, such rapid Arctic warming implies that the rapidly-melting Greenland ice sheet — already made unstable by human-caused warming — is likely to start disintegrating even faster, which in turn will push sea level rise higher than previously estimated, upwards of six feet this century.

Fourth, such rapid warming would serve to accelerate the release of vast amounts of carbon from defrosting permafrost — the dangerous amplifying carbon cycle which has already been projected to add up to 1.5°F to total global warming by 2100.


This sounds an awful lot like that 'runaway global warming' mom warned us about. 2020.  Hmmm, not very far off, is it.

Why the Obama-Xi Emissions Deal is Window Dressing.



The CO2 emissions deal reached this week by the presidents of the US and China is a positive step, no doubt about that.  It's also far too little, much too late, although it's reflective of how inflexible our global society has become even in matters of our very survival.

Even the numbers are squishy.  Obama has pledged that America will reduce CO2 emissions by 25 to 28% from 2005 levels by 2020.  The Chinese pledge is even more obscure.  It commits China to cap its emissions by 2030 and then begin reductions.

What's wrong with this?  Well, for starters, these are political numbers.  Neither commitment is demonstrably tied to a clear objective or purpose.  The numbers can't be shown as relevant in the context of avoiding climate "tipping points" that will trigger natural feedback mechanisms that lead to runaway global warming.

Taking a step toward the "exit" sign when the church hall is afire is a good thing but it'll take a lot more than a step if you're going to have any chance of escaping the flames.

Another troubling aspect of the Obama-Xi deal is the fudging of benchmark dates.  Look at what the Euros are doing.  The EU has pledged 40% reductions from 1990 levels.  1990, not 2005 - big difference.  1990, not 2030.

Slashing emissions is critical.  In its 2011 outlook, the International Energy Agency, warned we had five years to stop building fossil fuel energy plants and get into renewables or "the last chance of combating dangerous climate change will be lost forever."  Fast forward three years to the IEA's 2014 outlook.  Echoing an OPEC forecast released last week, the IEA predicts CO2 emissions to increase another 20% between now and 2040.  And the IEA concludes our fossil fuel habit will lock in at least 3.6 degrees Celsius of warming, "making catastrophic sea level rise, polar ice cap loss, water shortages and other severe effects nearly inevitable."

A meaningful emissions reduction programme doesn't begin with a number pulled out of the air.  It begins by identifying the problem.  Then you have to calculate what's needed to solve it before moving on to the practical questions of how you can achieve that.  Tossing out percentages and dates that aren't coherently linked to the problem is simply disingenuous.  Yet perhaps we're really not capable of much more than that today.

We need to focus intently on tipping points.  At the end of the day there's nothing that matters more.  We need a clear idea of the point at which our man-made greenhouse gas emissions trigger natural feedback mechanisms that will drive uncontrollable global warming.  It's a bloody dangerous game, akin to holding a pistol to your head and trying to guess just how far you can squeeze the trigger before you release the firing pin to strike the round in the chamber.  That, however, is the game that we're in.

Why do we approach climate change as a stand-alone problem?  It's not.  In fact, you have to add climate change, in all its permutations, to overpopulation, in all its permutations, to over consumption, in all its permutations.  We need to see climate change, overpopulation and over consumption for what they are - symptoms of a larger, more intractable threat to our survival.

A few months ago I read a paper on food security written by three top Chinese experts.  What struck me was that these experts saw China, by 2030, growing by another 200-million people while per capita GDP soared from $7,000 today to $16,000.  That's an enormous increase in economic activity that will require commensurate increases in fossil fuel consumption, equally large increases in production and even greater increases in emissions, waste and pollution of all descriptions.  China is already the world's biggest single greenhouse gas emitter. Now imagine that more than doubling in under two decades.  Best not to dwell on what's in store for India, Brazil, etc.

Population.  Just a few years ago we projected our global population would peak around 9-billion.  Now we commonly hear 11-billion by 2100, perhaps more.  At the same time, we're growing a huge "consumer class" within that burgeoning population.  We're racing ahead on raw numbers and on per capita consumption. Can you see where this is heading?

Water.  In the minds of some rather bright people we're in a freshwater predicament potentially as perilous to our civilization as climate change.  The reason we were able to grow from under 3-billion at the end of WWII to 7+ billion today, heading for 9+ billion by 2050, has been our access to cheap fossil energy and abundant freshwater.  It took both.  That was the miracle.  Yet in our post-war growth spurt we came to view our water resources quite differently from the past.

In the post-war era we began to mine groundwater rapaciously.  We didn't give a second thought to just how much or how little water actually existed underground.  We just went at it and it produced some amazing results.  India, that had a history of periodic famine, achieved not only full food security but even ventured into the food export markets.  This same phenomenon allowed both India's and China's populations to treble in the post-war era.  Truly amazing.

Now we're in a real water jam.  NASA's Grace satellites have been mapping global surface subsidence which is used to measure the state of our aquifers.  As Maude Barlow has warned for many years, we're running on empty.

The groundwater at some of the world's largest aquifers - in the US High Plains [Ogallala], California's Central Valley, China, India, and elsewhere - is being pumped out "at far greater rates than it can be naturally replenished."

The most worrisome fact: "nearly all of these underlie the world's great agricultural regions and are primarily responsible for their high productivity."

So dependent are we on ever increasing access to a rapidly diminishing resource that a recent US intelligence estimate foresaw water wars looming within a decade: "As water shortages become more acute beyond the next 10 years, water in shared basins will increasingly be used as leverage; the use of water as a weapon or to further terrorist objectives will become more likely beyond 10 years." 

Where are these "water wars" hot spots?  They're all in areas that are already water stressed, that have critical groundwater issues and shared access to equally critical surface water.  Foremost is Asia where Pakistan, India and China have conflicting dependencies on the Himalayan headwaters.  As local groundwater resources falter, the dependency on this surface water worsens.  Did I mention that all three nations have nuclear arsenals?

Next up are the Tigris and Euphrates and the conflicting dependencies of Turkey, Syria and Iraq.  Of the three it's Iraq, as the downstream nation, that is most at risk from water diversion by the upstream neighbours.

Then there's the Nile where Egypt relies on an old colonial-era British pronouncement for its claim to 70% of the river flows.  Egypt's several upstream neighbours don't think much of the British ruling and seek to divert Nile waters for their own purposes.  Egypt responds by regularly threatening to bomb any installations these smaller countries might dare construct.  Yet as dependencies deepen and approach the threshold of survival itself, countries can become destabilized and threats escalate into armed conflict. 

Climate change compounds all this.  One aspect of our warming atmosphere that's most obvious is our broken, hydrological cycle.  Precipitation patterns are badly skewed.  Rather than receiving the relatively steady, moderate rainfalls that were so essential to the expansion of modern agriculture, we're now experiencing cycles of drought and flood that are also more severe, more sustained and more frequent.  That, in turn, increases the demands on the dwindling remnants of global groundwater reserves.

The global water crisis points to a major part of the solution to what truly ails mankind - fairness.  Only equitable approaches can possibly forestall conflict. Nations - all nations - have to share and that includes sacrifice.  When you have a pie cut into four pieces and you suddenly find it has to feed twelve people, you have to cut each of those pieces into three.  The problem is we're not conditioned to do that.  We want others to do the sharing and the sacrifice, just leave us out of it.  That's practically the mantra of the Tea Party.

Equity is deliberately omitted from the Obama-Xi emissions pact.  Nowhere is there any discussion of whether the relatively modest cuts envisioned are "fair" to the rest of the world, especially the poorest and most vulnerable nations of the Third World.

Emissions quotas are about more than cuts.  They're also a way of defining a claim to some share of the atmosphere's remaining greenhouse gas carrying capacity.  We know how much that is with some pretty specific numbers.  Yet just who 'owns' the atmosphere?  Who holds what right to pump what amount of emissions into it?

The issue is fraught with unwelcome implications.  If we explore the nature of the atmosphere it's clearly a "commons."  It belongs to nobody and, hence, to everybody.  That means a nomadic herder on the Sahel has as valid a claim to it as a bitumen worker in Athabasca.  But if we ever recognized that we'd be in a hell of a fix because our way of life is dependent on keeping the lion's share of the remaining emissions carrying capacity.  We need the atmosphere as our own and we need it free of charge.  That the people whose equitable entitlement to it we're rejecting are also those reeling from the worst impacts of our Industrial Revolution emissions and for whom catastrophic climate change is already a reality is merely the icing on the cake - our cake.  Ours first, ours alone.

During the 19th and 20th centuries the major powers wrestled and periodically fought each other over how to divide the world among them.  The French got this, the Germans that, the Spanish and Portuguese bits here and there, the Brits everything else.  It seems to be an approach we're going to stick with on the environment.

It could be argued that the Obama-Xi deal is an exercise along these same lines. Obama has essentially decreed how big will be America's excessive share of the atmospheric commons in the future.  China says it'll let us know what it's after by 2030.  Other countries, our own Canada for example, are playing coy, jockeying for an even larger share.  It's a ploy that will eventually lead to the failure of whatever efforts we take to deal with climate change.

If we can't find an equitable solution to the atmosphere our chances of finding acceptable solutions to global fisheries or water resources or any of the other threats and challenges now looming are significantly diminished.  You simply have almost no hope of solving these problems when you're constrained by the straight jacket of neoliberalism.

Some, such as renowned intellectual John Raulston Saul, see revolution in our future.

“The collapse started in 1973,” Saul continued. “There were a series of sequential collapses afterwards. The fascinating thing is that between 1850 and 1970 we put in place all sorts of mechanisms to stop collapses which we can call liberalism, social democracy orRed Toryism. It was an understanding that we can’t have boom-and-bust cycles. We can’t have poverty-stricken people. We can’t have starvation. The reason today’s collapses are not leading to what happened in the 18th century and the 19th century is because all these safety nets, although under attack, are still in place. But each time we have a collapse we come out of it stripping more of the protection away. At a certain point we will find ourselves back in the pre-protection period. At that point we will get a collapse that will be incredibly dramatic. I have no idea what it will look like. A revolution from the left? A revolution from the right? Is it violence followed by state violence? Is it the collapse of the last meaningful edges of democracy? Is it a sudden decision by a critical mass of people that they are not going to take it anymore?”

It's best not to get too gushy about the Obama-Xi deal for it speaks more to their limitations and shortcomings than it does of any genuine commitment to address our existential threats.

Dear Tony, You Can Kiss Our...


A group of Australians gathered on Bondi Beach to bury their heads in the sand in protest of their prime minister's fossil fuel fetish.

More than 400 protesters stuck their heads in the sand on Australia’s Bondi Beach on Thursday, mocking the government’s reluctance to put climate change on the agenda of a G20 summit this weekend.
Prime minister Tony Abbott’s perceived failure to address climate change is all the more galling in the wake of an agreement between the United States and China on Wednesday to limit their carbon emissions, they said.

“Obama’s on board, Xi Jinping’s on board, everyone’s on board except one man,” activist Pat Norman, 28, bellowed into a megaphone on the Sydney beach.

“Tony Abbott!” the protesters shouted back (presumably before they stuck their heads in the sand).

What Happens When Earth Says, "I'm Outta Here."

Earth may have had just about enough of us.

One indication that we may be outstaying our planetary welcome is the spike in atmospheric greenhouse gases in 2013.  Part of that reflects our increased use of fossil fuels.  The other part is more worrisome by an order of magnitude.

The Earth, it seems, may have had its fill of absorbing our emissions.

Concentrations of nearly all the major greenhouse gases reached historic highs in 2013, reflecting ever-rising emissions from automobiles and smokestacks but also, scientists believe, a diminishing ability of the world's oceans and plant life to soak up the excess carbon put into the atmosphere by humans, according to data released on Tuesday by the United Nations' meteorological advisory body.

The latest figures from the World Meteorological Organization's monitoring network are considered particularly significant because they reflect not only the amount of carbon pumped into the air by humans, but also the complex interaction between man-made gases and the natural world.  Historically, about half of the pollution from human sources has been absorbed by the oceans and terrestrial plants, preventing temperatures from rising as quickly as they otherwise would, scientists say.

"If the oceans and the biosphere cannot absorb as much carbon, the effect on the atmosphere could be much worse," said Oksana Tarasova ...chief of the WMO's Global Atmospheric Watch program.

"The changes we're seeing are really drastic," Tarasova said.  "We are seeing the growth rate rising exponentially."

The long and the short of it is that, if our biosphere is losing its capacity to backstop us on our carbon emissions, then even the most radical emissions reductions targets - which we're not even close to meeting - are dangerously inadequate.

"It's the level that climate scientists have identified as the beginning of the danger zone," said Michael Oppenheimer, a Princeton University professor of geosciences who was not involved in the WMO report.  "It means we're probably getting to the point where we're looking at the 'safe zone' in the rearview mirror, even as we're stepping on the gas."

 The WMO report also incorporated data on ocean acidification stemming from our greenhouse gas emissions.  The data shows the rate of acidification is unprecedented over at least the last 300,000 years.  Given that every second breath you take represents oxygen generated by our oceans you might want to pay attention to this little problem.

Canada's Carbon Black Eye - Bitumen Peddling

Across Canada, provincial  and local governments have achieved great things in reducing greenhouse gas emissions and the Harper government has grabbed as much undeserved credit for that as possible.

Yet Harper and his slackjawed EnviroShill, Peter Kent, can't hide the impacts of their bitumen-peddling policies, no matter how much credit they steal from others.

Canada's annual heat-trapping greenhouse gases continue to level off or decline in most sectors of the economy, outside of Alberta's oilpatch, says the latest annual inventory report submitted by the Harper government to the United Nations.
 
The government report, prepared by Environment Canada, noted the country's average temperatures were 1.5 degrees C above average in 2011, which makes it more likely to observe impacts such as rising sea levels and increasing extreme weather events that could intensify in the future.

"In some regions, the impacts could be devastating, while other regions could benefit from climate change," the report said.

But oilsands companies exploiting Alberta's natural bitumen deposits, which require large amounts of energy and water to extract heavy oil, continue to be the fastest growing source of greenhouse gases in the country, standing in the way of Prime Minister Stephen Harper's target to lower annual emissions by 17 per cent below 2005 levels by 2020. A report released by Environment Canada in August estimated Canada was on pace to be about 20 per cent above that target in 2020.

The oilsands sector also now represents about eight per cent of Canada's overall annual emissions.

The report said Canada had the largest growth in emissions among G8 countries over the past two decades. It is also among the top sources of greenhouse gases in the world, representing about two per cent of global emissions, and one of the highest sources of greenhouse gases per person.

 Oilsands industrial activities have reduced emissions per barrel of oil produced by about 26 per cent since 1990 because of new technologies, as well as exporting some emissions to the U.S. for some refining and upgrading activities.

Other figures from the report show that Alberta's industrial facilities are responsible for 48 per cent of all industrial emissions in the country in 2011, followed by Ontario at 19 per cent, Saskatchewan at nine per cent and Quebec at eight per cent.

They Call It "The Point of No Return" Study


Greenpeace has come up with a roster of planned oil, gas and coal projects that it calls "carbon bombs."

Prepared by the consultancy firm EcoFys, the study lists 14-major projects that will increase global greenhouse gas emissions by a civilization-wrecking 20%.   That's where the "point of no return" part comes in.

The largest contributors will be China's five north-western provinces, which aim to increase coal production by 620m tonnes by 2015, generating an additional 1.4bn tonnes of greenhouse gases a year.

Australia's burgeoning coal export industry, already the largest in the world, is in second place due to its potential growth to 408m tonnes of shipped resource a year by 2025, resulting in an annual 760m tonnes of CO2.

Meanwhile, controversial exploitation of oil and gas reserves in the Arctic could release 520m tonnes of CO2 a year, with further major emissions set to flow from other new fossil fuel frontiers, such as tar sands oil in Canada and shale gas in the US.

The EcoFys report is quite blunt:

...a handful of governments and a small number of
companies in the fossil fuel industry are pushing these
projects, apparently without a care about the climate
consequences. In November 2012, the IEA said in its
annual World Energy Outlook that no more than one-third
of the carbon contained in the proven reserves of fossil
fuels can be released into the atmosphere by 2050 if
the world is to achieve the 2°C goal.8 The development
of these new coal, oil and gas projects would come at
a time when climate scientists are increasingly linking
alarming extreme weather events to climate change.9
These extreme weather events include Hurricane Sandy
in October 201210, droughts in the US in 201211 and
201112, heat waves and forest fires in Russia in 201013,
and the European heat wave in 2003 that killed tens of
thousands14. The disasters the world is experiencing
now are happening at a time when the average global
temperature has increased by 0.8ºC15, and they are
just a taste of our future if greenhouse gas emissions
continue to balloon.


...The huge gap between what governments say they are
doing to prevent catastrophic climate change and what
they are actually doing is most evident with these 14
projects. The governments that have approved them have
all agreed that the global average temperature must be
kept below 2°C.

 

If the governments supporting the projects in this report
help push the world past the point of no return, the
great irony will be that the resulting climate chaos was
preventable. The technology for avoiding the emissions
from these projects and for reducing overall global
emissions exists right now.


...The world is clearly at a Point of No Return: either replace
coal, oil and gas with renewable energy, or face a future
turned upside down by climate change.


The report is an indictment of the petro-politics in Canada's Parliament, Conservative, Liberal and New Democrat alike.

Drifting Ever Faster Away from 350

The figures are out for 2011 and they're record-breaking.   Last year we managed to drive atmospheric CO2 levels to 390 ppm.

The amount of heat-trapping carbon dioxide in the atmosphere reached a record 390.9 parts per million (ppm) in 2011, according to a report released Tuesday by the UN's World Meteorological Organization (WMO). That's a 40 percent increase over levels in 1750, before humans began burning fossil fuels in earnest.

Although CO2 is still the most significant long-lived greenhouse gas, levels of other heat-trapping gases have also climbed to record levels, according to the report. Methane, for example hit 1813 parts per billion (ppb) in 2011, and nitrous oxide rose to 324.2 ppb. All told, the amount of excess heat prevented from escaping into outer space was 30 percent higher in 2011 than it was as recently as 1990.

And here's what we've accomplished over the past half-century.


But whether you're a Liberal, a Conservative or a New Democrat, you're going to go out and vote for somebody who will pat you on the head and pay lip service to getting this under control and will then get back to boosting Canada's bitumen trafficking.

We absolutely must lay down the law with those Chinese and those Indians and their massive carbon emissions.   Except that would be the pusher criticizing the addict for drug abuse.   And besides, our per capita emissions are still way higher than theirs.   And a lot of their greenhouse gas emissions result from stuff that we have them make to fill our shelves at Wal Mart and just about everywhere else.
