Can We Break Step With America?
Recent surveys have shown the Canadian people accept the global warming threat and a great majority are ready to bear some sacrifices to reduce the GHG emissions problem.
However our national will may be thwarted by our economic dependence on the United States. Something in the range of 70% of our exports go to the states and that gives American policy a genuine impact on our own.
If Washington is unwilling to accept Kyoto and take significant steps to fight global warming, what will that mean for Canada? Will our industries and our economy at all levels be able to absorb the costs of GHG reductions and remain competitive in the American market?
We're going to have to act on global warming because it's the only responsible option but we may also have to be prepared to pay a real price if Washington turns intransigent.
