Only in North America would this be a big deal. In HarperLand it would be an impossibility.
Barack Obama has signed into law a provision requiring federal infrastructure - such as roads and wastewater plants - to be built 2-feet higher as a hedge against climate change and sea level rise. Existing infrastructure is to be raised as it comes up for maintenance.
What's remarkable about this is how contrary it is to anything undertaken by Harper & Co. This is the United States of America not merely acknowledging but actually responding to climate change. The Harper regime, perhaps shell-shocked by the reality of collapsed world oil prices, does nothing to prepare Canadians for the challenges in store.
